Would a 17081586 be a good starting point for my 283?

Looks like the 1 would denote 1981. The 5 would indicate California carb. The 8 could be Checker Cab, perhaps. What are the challenges involved with tuning a California emissions carb, or should I look for something else?

 That would be a remanufactured unit. I don't think I would use it, if I were you.
