The secondary pull-off is not needed on that carb number, it's simply there as a back up in case the primary pull-off fails.

You have full control of the fast idle speed on a cold start-up, and the angle of the choke flap to set it rich or lean as well.  Remember that CCW on the pull-off screw will lean it up at start-up, CW closes the flap more and makes it richer.

It usually takes a couple of cold starts to nail down the best settings.

After a minute or so running the choke coil will heat up enough to open the choke flap some and allow the fast idle cam to drop to a lower position.

If you want it off sooner turn the choke housing CW, stay on later CCW.

Make small adjustments with the choke housing, a little goes a long ways, but the flap should be fully open in about 2-3 minutes and fast idle cam will drop out of the way as well......Cliff
