Here is a thought.
 What would happen if I removed the power piston spring completely and reversed the check valve in the power pistons boost ref line.
 In theory rods should stay lean in jets at APT setting untill engine comes on boost, then rods are max rich as long as boost keeps piston up.

This engine's boosted?  I missed that part.  What are the engine and boost details?  Is this a roots style boost setup?  If so, what are the pressure readings above and below the vanes?

Interesting. The specs in the picture are a little blurry but I got the idea. Are you getting the vacuum/boost readings from the engine side or caburetor side of the turbo charger? I'm guessing your gauge is mounted to the engine side as there would be no boost on the carb side...
