Secondary lockout not releasing

I rebuilt the carb for my mild 350 , pulled the choke housing off the carb, and now the high idle won't release.  I see the choke open, but opening the throttle won't kick it down.  If I reach in and pull the secondary lockout up to release the secondaries the high idle cam falls down and the idle drops to low.  I'm guessing I have something screwed up in the linkage but nothing I've been able to spot.

Did you install a new seal inside the housing?

Did you install a new plastic seal between the housing and the main casting, and rubber seal where the shaft goes into the main housing?

It also helps to lubricate all the parts associated with the choke, especially the fast idle cam, so it drops freely when the choke releases....Cliff

Actually turned out much easier than that.  I had the secondary lockout arm resting on top of the secondary shaft instead of catching the crosspin.  I pulled the choke housing off and repositioned it and it works perfectly now.
