In-the-carb inlet fuel filter with the safety valve???
I use 'em, but only on grannymobiles. I've never tested one on an engine that makes real horsepower; but on an engine with real horsepower I don't use a filter in the carb inlet.
I don't see how they could cause flooding. Clearly GM does not believe they cause flooding, or they wouldn't have installed a bazillion of them at the factory.
